Haven't been into MC for the last few months but I'm sure there is a plugin that could execute a command based on a player's playtime. An alternative is to rewards them with special points that they can spend in a shop (e.g. GUIShop) that could just execute commands upon purchase.

Sorry that I'm so unclear but I haven't been in MC server management/administration for almost a year
