WorldBorder should work perfectly fine, however if not just download the one that is compatible with 1.8+ spigot builds.

Well my problem is I used to have /wb and would ask for a wb space etc but since I went to 1.7 it removed that feature and it was built in with Minecraft its self, not a download world border

Can you elaborate?

You want the border to be a wall of a block or just message them in chat and say "You have reached the world border" and stop them from moving past?

You need to be running a 1.8 jar. After that install protocol support to allow 1.7.10 to join.
