Able to pay XP to other players.
/xppay <name> <amount> xppay.use
Messages:

Would be used when the user types in something other than the correct command such as /xppay 1

When the user pays another player, Replacing the place holders with the correct ones.

shown when the user gets paid XP, placed holders would be replaced again.
