Is this going to be like a pokemon GBA ROM hack? What game will be used as the base?

I tried doing this a while ago, but I gave up because it was too difficult. I'd love to see this happen though.

Base is Fire Red. Somewhat biased because I never really liked Emerald even though it's just a base. But still!
