Police Handcuff Plug-in for CityLife server

We are developing a realistic Minecraft city life server and I need a handcuff plugin made for police it should include the following.

Handcuffs should be a item and have a permission to use them

when you right click a player with that gui they freeze while in the gui.

gui should have multiple options.

send player to jail for: 5, 10, 15 mins
search player: opens their inventory
escort: ability to escort the player around and move them.
Detain: options for 2 and 3 mins freezes the player in place
Uncuff: self explanatory
