So I heard his guy said he could download servers (full servers) down to his PC using a .C4 file. Not sure what it is but is this possible? He showed me pictures and i got on one of his downloaded servers.

is this possible?

No. This is not possible at all. It just technically isn't.

It's unrealistic, silly and not possible.

So as stated, it's not possible.
