I don't know why anyone keeps large amounts of money in their PayPal balance... They'll limit your account for pretty much anything these days and it's just not worth it.
You should withdraw it to a bank account asap if you have over like $500 in it (if that's a lot to you (which it prob is as you're flexing it here)).

Well that depends on what it is. I've worked with PayPal for years now and the service is dreadful. The only reason it has any traction is because it is so commonplace nowadays for buyers.
If you're underage or using a fake name/details, it makes it even harder.
If legit info, it still can be difficult at times.
