I search a professional dev who can make/give me a Practice plugin with

1 - Elo System
2 - Edit Kit System "Save : delete : load : rename"
3 - Spectate system
4 - Cooldown message before the match
5 - View Inventories after the match
6 - In Fights : ; In Queue lore
7 - Compatible with 1.7 , 1.8 Spigot/PaperSpigot

For this project, I have a budget of : ~30+/-

How high does your budget of 30+ go. I made one for a server I was making but I have no money for hosting. It's compatible with 1.7R4 and 1.8R3 so 1.8.6 to 1.8.8 and 1.7.10 I think.
