Also in regards to your question for a practice server:
A host wont necessarily affect the rate of a player's knockback, or hit detection. This all depends within the hit detection/knockback logic your server is running off of which plugins can usually modify, or getting a custom server jar as well. Also, as others have said, getting a host which is nearby you is also good, though not necessary. I think it's best to find a host which will support players from around the country and possibly outside countries as well.
