I am selling multiple "base" setups, which basically comes with all the default plugins needed to make the server run. All permissions, groups, broadcasts, kits, etc. are configured for each server and chat looks very smooth. The bare essentials have all been added; only extra features are needed to make the server look even more professional. Each server also comes with a spawn that is already world guarded.
Tl;dr - You can run the setup on a server right after purchasing and it would work 100% fine.
