Premium & Budget options vs One option?

Would you prefer premium & budget options or would you like it to be one option & allow you to enable add-ons at an affordable price?

premium & budget options, for a test server i personally don't look for performance, it's only to test features out on ect however if an owner doesn't have a big enough budget to purchase a dedi, then they may want to buy premium shared hosting
