This add-on allow anyone for purchasing featured resource through Paypal payment - a very popular payment method in the world. Your resource will be add a "Featured" tag and it could apprear on a line out of resource list. This add-on is totally suitable for advertising your resources when you are not an administrator or moderator had rights to feature resource.

I'm not sure if it allows users to use their PayPal, it may just be the forum owner.
