Prevent banned users making scam reports from accessing other parts of the forum.

Come on guys, now I see people like Tri posting in regular threads. They were allowed to come back for the sole purpose of scam reports. They aren't supposed to be accessing anything else

Not the same thing. This is saying to prevent them from accessing other forums.

I don't believe banned members have to come back at all.

You can allow users who have been scammed to open a scam report through another member.

Example: User A is banned. User A got scammed by User B before he got banned. User C isn't banned and knows User A. User C helps User A and posts the scam report for him. User A would tell User C what to type through other forms of communication such as skype, slack, discord and many others. This would allow for banned members to stay banned and "server their sentence" and still keep the community free of scammers.

This has already been implemented yesterday after I noticed this. Quite ironic I'm seeing a thread about this now.
