Prevent floating plant decay

I purchased a new warzone recently and noticed that floating flower blocks just despawn from the custom trees, despite having the area protected with worldguard (leaf decay is denied) and factions.

The flower i'm referring to is the "rose bush" and they decay and fall to the ground as soon as they are in my render distance.

Would anyone happen to know any solutions? any help would be greatly appreciated.

Well it's not decay - plant blocks and stuff cannot be placed on certain blocks, and once the blocks are loaded I assume they update and get destroyed.

Might be there exists a world guard flag that disables all block updates, but I cannot seem to find it in the documentation.
Should be easy to implement a create new world guard flag that does that, but that feels like a last resort...
