Preventing trading of villagers! [URGENT HELP]!

Hey, how can i disable trading with villigars or preventing players from changing zombie villigars into villiagrs. I only want villigars to spawn through mob eggs if thats ok?

To disable villager trading to this:

1. Get a command block
2. Copy and paste this into the command block:

/summon Villager ~ ~1 ~ {Offers:{}}

To disable villager trading to this:

2. Copy and paste this into the command block:

/summon Villager ~ ~1 ~ {Offers:{}}

Pretty sure that command can only make the summoned village not posses any trading offers, and does not match the op's requirement of "not being able to heal zombie villagers" or "disable trading", which I would assume he means all existing and future villagers, something that can only be done through a plugin.
