Web design is not an area where you want to shop just for the lowest price. Especially on MCM. There's a wide range of designers and developers that all have different areas of expertise, experience, quality of work, etc. You can expect the site to cost around 200-400USD if you're looking for the best of the best to build you an amazing site. You will most likely be able to find someone to make the site for less than 20USD, but you're not going to be receiving a good end product.
From reading your post, I assume you want to aim somewhere in between those two extremes. You might not want to invest 400$ into a website, but you still want a solid website. If this is the case, I would try to get a price point of 75$-125$. You should absolutely negotiate based on a developer's portfolio and reputation. Developers with small portfolios and minimal reputation should be paid in a way that reflects their lack of experience, and seasoned developers with excellent portfolios and amazing reputations should also be compensated accordingly.

The guy is asking for a quote from a web developer. Wouldn't it be kind of silly of someone to comment on this thread with a quote if they were not a web developer?

That is cheap as balls and no "good", fuck no "decent" web developer would undervalue themselves THAT MUCH. If any developer charges that little, their quality is also very, very little. If you are good, your prices should reflect that-if you're good, stop undervaluing and undercharging your work.I can only assume by your reaction to my-what was meant to be helpful-post means that you are in-fact not a good developer, and your price does indeed reflect your quality.
