Prison Cells

Hey MCM, I am looking for a premade / free cells plugin or even custom made, I know that you can set this up with a skyblock plugin but I am not to sure which skyblock plugin. What I mean by prison cells is like islands but for prison and called cells so you can do /cell top, /cell create, /cell value etc. So if anyone could help me out that would be great and have a good day!
