Prisons Server Setup

I know you all have probably seen this thread a few hundred times already, but from what I've researched there are either prisons setups all done with Skript, which works but is not optimal for what I'm looking for. The rest of the posts end in Dm's where I can't get any more info

If anyone can guide me in the right direction for this, be it finding something similar or even knowing a dev that can custom make something for 1.12.2, I am willing to pay for something at this point

What I'm looking for is the main parts to any prisons server

-Mines (Not the giant 40x40 square of ore that disappears and comes back every 10 min. I want that genuine mine feel where each block can be broken, turns to stone and goes through the whole delay time till it respawns with the chance to turn to another block.

-Shops (This one I can make with a combination of Citizens, century and DeluxeMenus)

I am looking for something a bit distinctive but the best I have seen for these are on the cosmic servers, like Cells, generators, Satchels, quests, custom weapon durabilities and levelling, prestige, ranks, enchants, and the central attraction, the enchanter.

I know all of this would cost in the thousands to tens of thousands to custom make all in java, but I am at a loss of where else to find information on these. I've looked into both these packs which I see brought up a lot

I am looking for java plugins, I don't hate Skript but I definitely prefer java especially for larger servers. Though I haven't been able to find anything like this that doesn't use Skript.
