Private Custom Plugin Update

Hello everyone. I have a plugin that was made for my server a long time ago, I need someone to update it and add / change a few things.
Plugin Overview: CommandExecute:
CommandExecute allows you to bind any command that can be executed from console, to any in game item allowing players to right click and the command will be executed to them. You can add uses to items, so after X amount of uses, the item disappears from your inventory.
Example: When you right click a 'Blaze Rod' you will get the effect strength for 5 seconds.
