Definitely don't overpay for this as the entirety of the project can be coded with the help of Slime World Manager, which is going to handle all world generation for you. You will just need a Spigot plugin on every server and an established connection towards a database so that the worlds can be retrieved. Afterward, it's just a matter of cloning the world and deleting it upon leaving.
