Private Server with WorldEdit AND VoxelSniper 1.16.1 or 1.16

I haven’t played in a while, so if there’s any way to make a private server with 1.16.1 or 1.16 with WorldEdit and VoxelSniper, please lmk!

if not, please comment below if you’d be able to do this. I’m not looking to spend much.
