How much would it cost me to get a website like http://distorts.me/imgs/ with the tabs at the top and the pages. I am looking for this to be done for *Cheap* cost! Please let me know how much this would cost, and how much I am looking at for the design.

Additional things i want:
Private place to keep my passwords (Only I can access it through my Mac Address)

I highly recommend not putting your passwords on the web even if the page will be private. Someone could somehow break your website and your passwords will be leaked. I suggest you use a password manager such as 1Password.
