I am wondering if there is anyone out there that can help me or create me an proxy plugin for my minecraft server i want to be able to get my players to have all the same ping and connection and the best connection to near there location

I'm really sorry to bust your bubble here, but this literally isn't possible. Think about it logically for a second and figure out how network connections work and then you'll understand.

The easiest way to do this is to setup HAProxy or another round robin program on a vps a long with Redis Bungee.
