True, though it's always best to be careful anyway. People on this forum will usually behave at least reasonably to avoid getting banned. People that are already banned very often adopt a "fuck it" attitude unless they're still trying to run something legitimate.

This is pretty true. Lots of people who get banned here for reasons other than scamming decide they might as well scam, since there's nothing left to lose and they can't get back on here anyways. This is why it's especially important to try to avoid these banned users, even if they may be a close friend.
Once a scammer, always a scammer. People argued with me in the past that "just because he scammed in the past doesn't mean that he'll scam now - he's changed". Clearly he has not. If someone is capable of scamming once, then they are more than capable of scamming again in the future.
