there is a guide on how to install it on there website i just cant get it to work. so idk why you would charge 100$ for following a guide?

Based off of taking to system administrators in the past, they charge between 50-100$ to setup a dedi/vps.

Erm, what system administrators do you talk to? Installing Pterodactyl on a VPS/Dedicated Server will run around $15 or so.

Perhaps I'm thinking of a dedi setup. Been awhile since I've looked at a vps.
