I got a silk spawners fork that removes the changing spawners feature so you can place creepers and doesn’t let you mine spawners if tnt has blown up in your claim in the past hour.

De-vouch for Enumeration. I was supposed to get a plugin done by him for a vouch/rep but he ended up ignoring me for an extremely long period of time and still never replied to my messages til this date.

Anyways, instead of time, what about if the enemy faction is in a set radius, then the player can not mine any spawners, until the enemy has gone out of that radius.

Yes, but doesn't mean he de-values his clients. It's for a vouch, yes, but that doesn't mean you ignore a person and just not do what they asked. He shouldn't have made the thread saying he'd do plugins for vouches.
