It seems a lot like dm advertising selfbot (not sure). There are bots that dm users when they join but if you want a bot that dms everyone on your server with a command, I think there isn't a public discord bot for that. So I would suggest asking a developer to code this bot for you (If you want to, my team at http://centralhq.net/discord can code it for you for a really cheap price.)
