This isn't a bug with our resources, you're referring to a license which was manually applied to you by the author of the resource. It says $0.00 because there is no PayPal purchase associated with the manual application of a license.
The "purchase date" is the date the resource author specified your license should activate on. They're capable of selecting a time in the past, and it will have no effect whatsoever since we're lucky enough to live in a universe where time doesn't go backwards.
The number you see is the one they chose.

As for whether or not you'd like for us to continue to allow the creation of resources by authors who do not have a verified PayPal account capable of sending us an IPN verifying a purchase automatically, that's something for a suggestion thread rather than a bug report.
