I'm pretty sure you're going to want to add another 0 to your budget in order to get what you're wanting.

Why not just buy a used server off ebay and colo? running a purchased hosting company and starting one out of the mud are totally different and by the budget you have my opinion would be that you don't know much about hosting companies. However you might be able to find a small host that would sell to you if they don't care about the clients they have.

It would honestly be your best bet doing what Dbuffed said buy some hardware Collocate it and start your own host and do it professionally and not buy a summer host :/
