I know your budget is $50, but manny has a spigot based on Paper which would be exceptional for a KitPvP Server, it does have built in Protocol though. Of course there a lot of other options floating around the market, just gotta find which one best suits your needs. Good luck brethren!

It's also a 1.7 base unfortunately. I looked at it earlier because if it was 1.8 based, I would definitely go with it.
