I suggest for you to consider reading the bulletin posted on the website itself.
They can re-open it anytime they want.
They shut it down because they don't want account sales to pass through here for the time being.
This includes stuff that "encourages account sales" as shown in the user agreements.
As far as I know, what you're trying to do isn't "considered advertising" as it's proposing a resource.
Although I'm pretty sure you're violating the account selling rule.

I am not encouraging people to sell anymore than they are already. I am not saying, hey go sell your accounts. I am saying, hey if you are selling use this as a useful tool.
And from what you said, I am assuming the answer is I can make one?
There is one already. It'll be worthless, they can up it anytime, just don't.
