Suppose I were to make a factions-type server with a few new things to it. How much money would I need to advertise if I wanted, let's say, 15 average daily players/for it to be successful?

If you're looking for a playerbase around 15, I suggest looking at a different gamemode other than factions. Factions requires a higher playerbase to keep things interesting, and for players to stay active.
Well what would you suggest would be the easiest to get players? I'm not looking for any custom unique special gamemodes because im not rich boy

Success is not something you can count. You can get a successful server with $10, or $1000. It really depends on you and your luck.
Don't be lazy, talk with newcomers on your server. Work hard, and you'll see success.
