Question about negative reputation

So, I got negatived repped by Reinsure. I de-vouched his thread because no-one knows who he really acts. I posted 2 things and he negative repped for me false accusations because he didn't like my de-vouch. (https://www.mc-market.org/threads/372966/) Basically, he revenged repped me and said he would remove it if I removed the de-vouch which is not happening.

I would like to get input if this is true and if it's against the rules.

Yea, but I was lowkey mad at that time. I felt it was needed for the community to know how he really acts.
