No, to have an account verified it must have valid proof that the owner is 18+. This can be through submission of valid form of ID.

Accounts that see relatively high volumes of money go through are usually limited unless valid ID is provided. I believe the limit an account can send is around 2.5k euros until it’s automatically enforced, however can take place anytime before that (UK PayPal user)

Ah, I remembered you ahve to verifiy if you want to use your paypal balance... I can no longer use my paypal balance since it needs my SSH and I dont wish to put in my ssh till a couple more years with paypal..
