Can I scam report someone who wanted a service from me but when it was finished said they will pay me after they pay other people but ending up not paying me at all?

If the user confirmed them wanting to purchase a service & after work completion they're refusing to pay then yes, it is a good reason to open up a scam report. However, take my comments lightly as I'm only seeing one side of the story. If you'd like to report a user, please do so here.
