Question about server versions

Would love if someone helped me out with this. So I plan on releasing a factions server soon that runs on 1.8.8 But I am interested in knowing which version should I run my server on in order to allow the most people to play without breaking the game. Currently every faction server I find allows me to play on my 1.8.8 launcher but most SkyBlock servers run on 1.10 why is that?

Factions players are more PVP driven and are stuck in their ways, so hate change. Skyblock players are fine with the newer versions and like to enjoy the benefits, whether that be new blocks, mobs etc.

To make this easier I will tell you what I do.

Factions - Paperspigot 1.8.8 / Enable old tnt mechanics! PvP players / Raiding players love it!
SkyBlock - 1.11.2 or 1.10 / New blocks, Most plugins updated to it now, No issues with it. More of a "fun" type gamemode.
Creative - Is this still a thing?
