Question about vouches

I recently made someone a art so they could vouch for me, and they aren't responding or giving me any negative, neutral, or positive + rep or vouch. Do they have to review me Or is it optional? Will they have consequences for not giving me a review? That's basically scamming except no money involved.

EDIT: Yes he did state that he would give me a review/vouch if I made him a art

Yes he specifically stated he would and I said yes sure I'll give you a vouch copy. I have all proof

You can make a negative reputation on them. This is scamming. Instead of you, I would try making a scam report.
