Question: UI made into website?

Hi there,
I am asking this question on behalf of a client.

He's asking if I can create a UI design for him.
I believe he is using Tebex.
If I create the UI, does somebody in this forum then create an HTML template based from the UI?
This isn't my specialist area so any advice I can pass on is much appreciated.

I doubt my client would expect it to be done for free.
I'm more just gathering information if my above statement is how it works.
I'm not familiar with website design so wanted to check if the process I stated is how it is actually done.

If you create the UI design and he has ultimate or premium depending on what UI contains yes of course.

UI Designs are made pre-development. So yes, a developer would have to convert the design into a HTML file.
I'd try and make it easier for developers by providing a .psd file and having clearly labelled sections.
