Somebody made a custom plugin for me and afer that he posted it on spigot as a premium. Am i allowed to use that plugin and sell it here in a server configuration?

Question is, who has the rights to the plugin? Him for making it, or you for being the original buyer?
If he is selling it on Spigot, then I believe he might have the rights to it and you cannot sell it.

I paid for it and after 2-3 weeks i sat it on the spigot site. Same plugin

You answered nobody's question. Was the deal that he could resell the plugin? Did you have permission to sell the plugin?
