I'm nick and I was wondering how much would it cost for a plugin that basically tells all people with the permission wea.alert when an admin or an op is world editing something.

There is probably a plugin online or a workaround plugin like one that makes announcements to people when commands are issued so you can make it tell people whenever a worldedit command is used. That way you're not spending hundreds of dollars on a plugin you could potentially get for free
