I would as above PermissionsEX (PEX) if you don't want to use GroupManager, as it is about as simple to use. But I would also recommend doing a HCF with twists as there are a sh*t ton of Prison servers.
PS (not trying to be a staff or something) but next time I would recommend the Server Discussion subforum for this thread, as it I guess would work in both places but would work better there.

The twist Will be Boeing able to sell heads and rankup through lvls

For a 300-400 player server? Yeah, it completely rapes performance.

Depends on Hardware. If you run a 400 player server, you should have a monster pc anyway.

If you're running a 400 player server you want the most performance friendly permissions plugin, which would be zPerms. An expensive processor does very little for a server past 300 players, it's all about software optimization past that.

IMO Pex is much better than any other permissions plugin. Also I'd say you go for HCF.

What does running a 400 player server have anything to do with having a beast PC or not? The assumption KyronMC made was totally logical.

Well good luck hosting a 400 player server on my old Celeron...
Dosen't matter if you use PEX or something else. It's impossible.
