Any recommendations on where to learn Javascript? Particularly for web development and not courses or videos

You should learn JS first as a programming language from courses and videos (I'd invest in a course on Udemy) and then move over to applying JS in the context of web development.

If you are beginner in we development then don't pick up JS until you can proficiently use HTML and CSS to create static websites.

I always recommend w3schools as a starting point for HTML, CSS and then JavaScript. Once your comfortable with the basics, start looking into more intermediate and eventually advanced courses on Udemy, YouTube etc. Best advice I can give is you'll learn by doing. If you learn a major component of the language, try use it in a demo project - to almost simulate building it in a real life environment. Similar to what Shaun said, please don't try run before you can walk! My discord tag is Conner#0272, if you've got any issues or questions, do drop me a message and I can try help where I can :)
