Investments were always risky, I believe that it's better off that they were removed.
Not too sure how far the ban streches but I presume that if you are still looking for investments, the people who were offering them will still be doing so off-site. It's just risky for both parties and honestly you'd be better off without it.
There are other ways to get money for your projects.
