Questions about Minecraft Servers + Need help and advice

So I am new to this stuff, played minecraft servers and such. Tried starting up simple basic servers, never really invested my time into this. But now I am looking to start a brand new server and slowly working it into something amazing. So some questions

1. How much budget do I need for a minecraft server, everything added up from installing to creating and stuff like that
2. What are the things needed to run a server like lets say mineplex, mc-central. Like from their maps to their gamemodes and currency and such.
3. What are builds, plugins and the other stuff

These are the questions I want to ask and hopefully someone can explain them simply to me.

You can make it as cheap and as expensive as you want really. However you always need a little bit for a host for your server and your forum. You can choose to use premium plugins or free ones. Mini-game servers are the most expensive to make and to host.

Builds are spawns, lobbys,... Basically just an area for all your players to hang out, this is where they will join, crates,...
Plugins are things that you add to your minecraft server for example an envoy plugin.
