Quick Lag Fix on my server needed

Recently on my server, I'd say 2-3 days ago, lag started appear on my server. What kind of lag? Players just freeze for like half a second and return to the block where they were at. This happens like every 7-10 seconds. I realized that OPPED players don't get this lag, so it's not a ping/tps problem. What I think what caused it was that I was messing with mythic mobs, and a bunch of mythic mobs spawned around my world and it started lagging my server, but I removed all the mobs, and the lag was still there. I even deleted the mythic mobs plugin and folder, but the lag still remained. I also tried deleting my anti cheat plugin to see if that was the cause, but that didn't work either.

Thanks, if this only affects users and not ops that leads me to presume it's not a lag issue. A lag issue would affect all players, it sounds like a plugin is erroring and behaving wrong. I'd suggest taking a backup, then removing all the plugin .jar files, and adding them back 3-5 at a time until the issue comes back. Then figure out exactly which plugin it is, and remove it. Also make sure to install dependencies and check for errors as you do this so there's no issues, or it can pop up later and you mistake it for something else.

This isn't something I usually work with but I may be able to help but I'd charge $15 most likely and I'd do what I said above, if it doesn't work I'd offer a refund. However you can also just do it yourself if you please.

The lag started 2-3 days ago, and the only plugin I've added in that time frame is Towny. I tried deleting towny plugin along with some other plugins that may be causing it, but no luck so far
