QUOTE (1.16.1 Jar & ProjectKorra) Optimization

As the title of the thread suggests,

I am looking for a QUOTE for 2 things. I want the quote to be broken up respectively:

1. Quote for 1.16.1 Spigot and/or Paperspigot optimized server jar (Price $$$ and Timeframe)
2. Quote for ProjectKorra (a bending plugin) optimization to their src code. (Price $$$ and Timeframe)

Here's the timings report, that points PK as the most guilty, but I've been told by several in FatTaco's BC community that 1.16.1 is just a bad version in general.

What do I expect of you?
1. A quote as mentioned before and formatted with price and timeframe.
2. A portfolio of your work (optimized jars, vouches for optimized plugins, etc.)

What's my budget per se?
If you're really competent and have a history of completing projects on time, we'll talk 3 digits per item on my 2 item list.
