What counts more, RAM or the CPU? like would you take a server with 2 gigs of ram and a very good CPU or one with a bad CPU with a lot of ram?

Why not both
I mean like which one would benefit better? I don't want to make the mistake of purchasing a lot of ram with a crappy CPU vice versa

For a Minecraft server, RAM is more important. Why? Because each player that connects, each plugin that you run, requires more and more RAM. The CPU matters, but not nearly as much as RAM simply because of how much of a RAM hog java is.

Obviously, your mileage may vary but in most cases more RAM is more important to an MC Server. (This doesn't mean get a complete crap CPU, but it does mean that a super good CPU isn't necessary if it means you get less RAM)

Minecraft servers tend to use more RAM than CPU power yes, but I wouldn't say one is more important than the other. People try throwing more RAM at their Minecraft server running on a crappy CPU and wonder why it's still lagging. As with anything - you need to find a balance.

If your server's lagging, find out where it's bottle necking. To know if you need more RAM just install LagMeter or Essentials - both allow you to monitor memory usage. If you've got 1 GB+ of memory free but your TPS is still low, run Spigot timings. It is excellent for pinpointing the exact cause of lag. We use it all the time to help clients find what's causing the lag. Often it can simply be a poorly optimized plugin, or some redstone clock/entity spawner that a player made on their map.
