Rank Voucher Plugin

Hi,
I am looking for a plugin that comes in the form of a enchanted paper that when right clicked will apply a rank to the player via pex. This plugin should also say ‘You may not apply this rank’ if the player already has the has a higher rank. The name should be configurable as well as the lore to it. Let me know if you require any more information. I have no set budget, just reply with a decent price for this.

Put your ranks into a pex ladder and then set the priority per group. Last rank should have highest priority

After you do that, you can use literally any other free vouches plugin. Pex promote will rank then up if the ladder is set up correctly.

Just use vouchers, literally every other server uses vouchers. If you find bugs with the plugin then report it to the dev and he'll fix it.
You won't get a custom plugin for $10 when some spigot premium plugins cost that much to buy.

My budget is more than $10, I just didnt know how much something like this would cost.

It doesn't there's obviously something wrong with compatibility with other plugins, that one works fine and has done for me for a year.
