You can also give us a test IP of the DC it is hosted on (almost all provide it in their website). No one would want a slow RDP.. it will just be irritating.

I have servers from multiple places including hentzer.
if you this its expensive dont buy but im selling out daily.

He is not a reseller, Hetzner does not have these packages, however it really looks like he was too lazy to change the design, which is very unfortunate for someone who is selling daily.
Except the last package I don't think there are many who would sell it in his prices, definitely not in Europe.
