not that pleasing to log into MCM and see this, maybe you should set a 1 minute cooldown between reactions? and make the Premium upgrade remove that cooldown

A cooldown is a good idea. Spamming like that is a violation of our rules anyway, it should be enforced automatically.

Feel free to report those users for violating rule 1.2.

Spamming reactions happens pretty rarely, and whenever it does it's always been fairly simple to solve by our staff team without the need for custom development implementing a cooldown.
